I have a golf outing to attend for work. I have never been to a golf coures before and i'm not sure what kind of shoes are appropriate. ( i will not be golfing, and sneakers are not allowed)

How about some business casual shoes. If you won't be golfing, then you won't be on the green where the damage could be done. Just dress for work.

Your best bet is to contact the course that will host your company's outing and get their official recommendation. Since sneakers are not allowed, it sounds like they may have more stringent requirements than the usual local public course. Play it safe, call the course, and wear what they say is accepted.
One last tip: get the first and last name of the employee you talk to, just in case!

Sandals or loafer should be fine.
