RCGA and USGA handicaps?

This is going to be my first season keeping track of my handicap. Im canadian so im using an RCGA handicap. What i want to do is whats the difference between an RCGA handicap and a USGA handicap. I know that if you have a USGA handicap than whatever your handicap is, is a typical round for you (if u have a 90handicap then 90 would be an average score). How does it work for the RCGA? So if you had a 14.1 handicap what would be a typical round score for you?

Your handicap is based on your potential, not average. You will only play to your handicap 1 out of 4 or 5 rounds. If you have a 14.1, the best 50 percent of your scores will average out to about 14 over the course rating.

The Official USGA handicap index is based upon the best 10 of the last 20 scored multiplied by the course slope over113 by .96 .The club handicap is based on the total of the best 10 of the last 20 scores, subtract 10 X par and take 1/10th of the remainder as your handicap.

Just so you have your facts straight before you have to ask this again...USGA handicaps are not a representation of your average score.
