it is like asking why do they play four quarters in football or 9 innings in baseball. It isn't forbidden to have a different number but for handicaps and competion sake the standard must be set somewhere. in golf it is 18 holes. at some courses you can play more, or sometimes you must play less due to light or weather, but it is just a standard.

Some courses are 18, some are 9, some even have 36, and some par 3 courses have 12 holes. The reason why these are the numbers are this way is because when golf began, these were the numbers they started out with and to change them would mess up people's handicaps. At my course, we only have 9 holes but only because there was no more room for another nine. Hope this helps!

The rules of golf say that a "stipulated round" is 18 holes, unless the committee authorizes a smaller number.

No one really knows why 18 was chosen.

You don't need to play 18 holes, but (most) courses are only set up to charge you for 9 or 18. You could pay for 18 and only play 13 if that's what you want to do,

Those are actually just prices for a certain amount of holes. You can play 15 holes if you want and stop, but you'd have to pay full price for 18 holes. There is no rule that you can only "play" 9 or 18 holes. You can play any number of holes you want.

All courses have policies on how many holes can be played. If you have the time and the coin, you can play as many holes as you want. I've seen courses having play all day specials. It just depends on the course. A course where I live, has a 12 hole rate instead of 9 because of the design of the course, you have to drive by 3 holes to get to the clubhouse, so they thought why not play those holes instead of driving by them.

9 hole courses are usually beginner courses and some, not all, are all par 3 holes. 9 hole courses also allow more people to play during their lunch break or before/after work.
