Top Flight is now made by Callaway which is one of the main suppliers in golf. Before that, Top Flight was known for cheap, crappy products for years. Even though Callaway now owns them and makes the equipment, its really hard for the consumer to let go of that stereotype.

(A) Yes, because Callaway Golf now owns them and makes their products.
A good women's beginner set is a tough one. I was in the same boat finding my wife a set and never found one.

All make great sets for women, but not in your price range. The only thing you have left for your budget would be a cheap-o (NEW) set of clubs or a good (USED) set of brand name clubs.
Good luck, it was a pain for me to find ones that I would be happy getting her.

Price makes no difference, it's all about what feels comfortable to you. I have played with friends who use generic/knock-off brands and played great. When I started out as a beginner I had yet to know what I needed or liked so I went to a local sporting goods store like Big5 and purchase a "beginner" set that has all the things you need including bag & putter. Pros lend their name to clubs like John Daley or Jack Nicholas who both have quality sets to offer. At this time you would not know any difference between name brands or beginner sets until you've played for awhile.

The easiest way to learn golf like a pro is by following "The Simple Golf Swing" program. It's primarily a 31 page eBook that teaches golfers how to make solid contact with the ball, how to avoid hitting fat, how to avoid slicing, how get more power, accuracy, and consistency in your swing. Consistency being the number 1 golf skill.
